Infrastructure funding

Illinois has not passed a major infrastructure package, or "capital bill," since 2009, to fund construction of roads, bridges, and schools, among other items. But how to pay for it all? Ideas include raising the state's gas tax, which has been eroded by inflation and increasing fuel efficiency since it was last set in 1990.
